There is a puzzle you have to solve in the Fairy Forest’s Maze Garden in Shin Megami Tensei IV: Apocalypse. This guide shows you the correct steps to get out of the Maze Garden and proceed with the main quest / story.
A hint is given after collecting the Scroll of Guiding item :

How To Get Pass The Maze Garden in Shin Megami Tensei IV: Apocalypse
Step 1:
You should be at Kagura Plaza (where you got Scroll of Guiding).
Go to the upper-right corner where the strange green spot is to get spiritual energy into the Jade dagger for Navarre. Return to where you were to follow the next step.
Step 2:
Go left and enter the new area. You should see objects blocking your path.
Step 3:
Go left and use Navarre’s Jade dagger to cut it down by pressing “X”. Enter the new area.
Step 4:
Go right this time and enter the new area.
Step 5:
Go left once more to enter the new area. You should return since no one will be there. Be careful not to enter again and press the “B” button so your in-game camera faces the correct direction. After, go straight and enter the new area.
Step 6:
Instead of moving forward, turn around and enter the area you were previously.
Somehow you will be taken to a new area called Northern Lake Hill. If you do reach this area, you have successfully came out of the maze in one piece.
